Executive Director at El Buen Samaritano
Dr. Rosamaria Murillo is the Chief Executive Officer of El Buen Samaritano (El Buen). Dr. Murillo is a recognized public health advocate with extensive experience in public policy, higher education, nonprofits, and public health. She has led different systems for more than 25 years to develop, implement, and strengthen services for underserved communities. Over the span of her career, she has secured over $80 million to focus on health and human services at the national, state, and local levels. Dr. Murillo has been instrumental in building El Buen as a premier provider of quality bilingual and bicultural programming serving more than 30,000 individuals in 2021—four times the number of individuals served in 2019. Throughout the COVID-19 pandemic, Dr. Murillo has led El Buen’s emergency response effort while remaining grounded in the commitment and intention to safeguard the health and well-being of our community and ensure continuity of operations in providing essential services to families.
The impact of El Buen was especially visible as the pandemic had a disproportionate impact on the Latino community, especially the immigrant population. Dr. Murillo was able to scale El Buen’s operations quickly to meet the increase in need, including successfully pivoting its education, workforce development, and health literacy services to online platforms and providing technology and internet access to narrow the digital divide. Dr. Murillo worked to expand El Buen’s partnership efforts, and her extensive community building is supporting its provision of emergency response services and strong relationships with the City of Austin and Latino and immigrant communities. Under Dr. Murillo’s leadership, El Buen has supported thousands of families during the pandemic with access to food and basic needs, including the distribution of over $8 million dollars in cash and rental assistance. Equally important, through her leadership and collabortive efforts, El Buen has ensured the vaccination of more than 2000 individuals in Austin and surrounding areas.
Dr. Murillo holds a Ph.D. in Leadership Studies from the School of Business at Our Lady of the Lake University, a Master of Social Work from Our Lady of the Lake University, and a Bachelor of Arts degree in psychology from the University of Texas at Austin. She has served as a lecture at the University of Texas at Austin, the University of Texas at San Antonio, Texas State University and St. Edwards University teaching graduate and undergraduate courses focusing on social justice, policy, nonprofit management, program development, organizational leadership, public administration, and child welfare.
